KIGALI, Rwanda – The British Embassy in Rwanda says a Rwandan military general was arrested on Saturday by London’s Metropolitan Police on behalf of Spanish authorities.
The embassy said in a statement Tuesday that the arrest of Emmanuel Karenzi Karake, who is the head of Rwanda’s national intelligence and security service, was a legal obligation following the issue of a valid European Arrest Warrant.
Rwandan Foreign Minister Louise Mushikiwabo said on Twitter Tuesday that “Western solidarity in demeaning Africans is unacceptable,” adding that the arrest is “an outrage.”
Rwandan Justice Minister Johnston Busingye said both Rwanda and the U.K. “are talking to resolve the matter” but insisted Spain’s indictment of Karake is illegitimate.
The specific charges against Karake remain unclear.
